I see that a boat pulls up to one of these staging points ( like under my apartment) and men scurry out and grab the little bags from all the alleyways. The compile them in a container, then the container is lifted on to the boat and it's off to the next spot.
It's good for the boat driver cause he can have some down time in-between. I like to think they take turns with this.
